特定规则
第一条:组委会
2016年环青海湖国际公路自行车赛,由环湖赛组委会主办(中国青海省西宁市西大街12号),比赛将根据国际自行车联盟(UCI)的比赛规则和本赛事的特定规则进行。本届环湖赛将于7月17日至7月30日进行,共设13个赛段,休息1天,总距离约为3626公里,其中比赛距离1916公里,转场距离1710公里。
第二条:赛事类别
本赛事面向男子精英级别的运动员,它已被列入UCI亚洲赛事日程表内,注册级别为2.HC。
依照UCI 2.10.008条规定,个人总成绩前40名的运动员将获得UCI排名积分,其中第一名至第15名得分分别为:200、150、125、100、85、70、60、50、40、35、30、25、20、15、10;第16名至第30名各得5分;第31名至第40名各得3分。
每赛段前3名的运动员,得分分别如下:20、10和 5分。
每赛段身着黄色领骑衫者得5分。
第三条:参赛队
依照UCI第2.1.005条款的规定,环青海湖赛面向以下参赛队:
UCI世界队,UCI洲级职业队,UCI洲级队和国家队。
依照UCI第2.2.003条款的规定,每队参赛的运动员最多7名,最少5名。官员最多5名。
第四条:竞赛总部
竞赛总部将于7月14日 09:00-22:00开放,地址如下:

第五条:会议及检查会员证
全体摩托车手和乘坐摩托车的人员、比赛车辆驾驶员、警察会议,裁判团成员出席,定于7月15日下午15:00-16:00在多巴基地1号楼2楼会议室举行。
裁判员会议定于7月16日下午14:30-15:00在多巴基地1号楼2楼会议室举行。
参赛队代表须于7月16日15:00-16:50到多巴基地1号楼2楼会议室,检查会员证及队服,确认本队参赛者名单,并领取号码布。
领队会依照UCI 1.2.087条款的规定安排,裁判团成员出席,定于7月16日下午17:00在多巴基地1号楼2楼会议室举行。
第六条:竞赛播报
有关竞赛的情况将通过广播报导,频率将在车队领队会议上告知。
所有信息皆用中、英两种语言播报。
第七条:公用器材车
公用器材服务由禧玛诺公司提供。
将由3辆公用器材车和2辆公用摩托车提供服务。
第八条:最后3公里发生事故的处理规定
将根据UCI规则第2.6.027条款执行。
第九条:终点时间限制(关门时间)
考虑到每个赛段的特点,关门时间确定如下:
平 路: 8% (第一、第二、第九、第十一、第十三赛段)
丘陵地段: 10%(第五、第七、第八、第十赛段)
山 路: 12%(第三、第四、第六赛段)
在特殊情况下,关门时间可根据2.6.032条款,由裁判团和组委会商定后决定。
第十条:个人计时赛设备限制
在个人计时赛段比赛中,不使用专用计时赛自行车和头盔,不使用封闭轮,可以安装副把。
第十一条:排名—时间奖励—特别奖励
排名如下:
1、个人总成绩排名(黄色领骑衫):
计时裁判所记录的时间将计入个人总成绩排名,时间奖励只计入个人总成绩内。
如果有两人或多人的个人总成绩相同,将根据其每分段比赛的名次相累加来排列名次,如再相等,则按最后一段比赛的名次排列来决定。
个人总成绩排名领先者可获得当日奖金。
2、团体排名
分段团体成绩是根据该队当段前三名运动员成绩相加来计算的,如成绩相等,则根据该队在分段赛中前三位运动员的名次相加来决定,如成绩仍相等,则根据该分段中该队最佳运动员的名次来决定。
团体总成绩名次排列,是根据每分段赛中该队前三名运动员的成绩相加来决定,若成绩相等,则根据以下规定排名:
各分段赛中获得团体第一名的次数;
各分段赛中获得团体第二名的次数……,依此类推。
如果成绩仍相等,则根据该队在个人总成绩中最佳运动员的名次来决定。
任何少于3名运动员的队,将被取消团体总成绩的排名。
3、抢分排名(绿色领骑衫)
抢分所得分数的名次排列,将依每分段所得分数及途中冲刺所得分数累计计算。
每段前15名的运动员,得分分别如下:16、14、13、12、11、10、9、8、7、6、5、4、3、2和1分。
各途中冲刺点的前3名运动员得分分别如下:5、3和1分。
依照UCI 2.6.017条规定,若个人总成绩相等,则按以下顺序排列名次:
1)分段赛中获得第一名的次数;
2)途中冲刺第一名的次数;
3)个人总成绩名次。
获得各分段各途中冲刺点的前3名运动员,将获得当日奖金。
获得绿色领骑衫的运动员将获得当日奖金。
每段途中冲刺得分点分布如下:
为获取个人积分总成绩排名,运动员必须在规则规定的时间内骑完全程,排名才有效,否则,不得获取最终排名。
4、爬山排名(圆点领骑衫)
爬山总成绩将根据8次爬山冲刺得分来决定。根据UCI第2.6.017条规定,若爬山总得分相同,将按以下准则排名:
1)在特级山路获得第一名的次数;
2)在余下各级山路获得第一名的次数;
3)个人总成绩排名。
获得各分段赛各爬山点冲刺前3名的运动员,将分别获得当日奖金。
获得圆点领骑衫的运动员,将获得当日奖金。
每段爬山冲刺得分点分布如下:
不同级别爬山得分如下:
特级山路前六名分别得:9、7、5、3、2和1分。
一级山路前五名分别得:7、5、3、2和1分。
二级山路前四名分别得:5、3、2和1分。
三级山路前三名分别得:3、2和 1分。
为获取爬山个人总成绩排名,运动员必须在规则规定的时间内骑完全程,排名才有效,否则,不得获取最终排名。
5、亚洲最佳个人排名
亚洲最佳个人总成绩排名是指亚洲队的亚洲选手。
亚洲最佳个人总成绩将依据本规则第10条第1款的规定来排定。
亚洲最佳选手将身着蓝色领骑衫,并获得当日奖金。
6、亚州最佳团体
亚洲最佳团体总成绩(依据亚洲队的亚洲选手),将依据本规则第10条第2款的规定来排定。
7.关于领骑衫
获得领先排名的运动员,将身着不同颜色的领骑衫。
若一名运动员同时获得一件以上的领骑衫,则根据以下顺序选着领骑衫:
1)个人总成绩;
2)积分总成绩;
3)爬山总成绩
4)亚洲最佳选手总成绩
组委会将要求下一名次的选手穿着该奖项的领骑衫,但不享受领骑衫奖金,领骑衫奖金只颁发给获得领骑衫资格者。然而,如果该选手应着世锦赛或全国锦标赛、UCI世界杯赛、巡回赛、系列赛的冠军领骑衫的话,则可以身着该领骑衫。
8.时间奖励
1) 终点冲刺:前3名运动员分别获得10、6和4秒。
2) 途中冲刺:前3名运动员分别获得3、2和1秒。
9.特别奖励
组委会特设“敢斗奖”,由裁判团授予每赛段完赛选手中最敢拼、最体现体育精神最佳品质的选手。环湖赛结束时,由裁判团成员指定一名“超级敢斗奖”获奖选手。
第十二条:补给
1) 允许在规定的补给地段给运动员提供饮食补给。
2) 补给站区间道路两侧不得停靠任何车辆。
3) 各分段补给站设定位置如下:
第十三条:奖金分配表和特殊奖
本届环湖赛设奖金和特殊奖。按UCI规定,将扣除7%的特例税及2%的药检费付给UCI,其余部分将以现金方式在颁奖晚会上发给各参赛队领队。
奖金分配见附表。
第十四条:药检
药检完全按照UCI的规定执行。地点将设在每赛段终点处附近。
第十五条:颁奖仪式
根据UCI规定第1.2.112条,以下运动员必须出席正式的颁奖仪式及记者会:

以上运动员须在每段比赛成绩公布后上台领奖。领奖结束后需参加记者会。

超级敢斗奖获得者
亚洲最佳选手
爬山排名第一名
积分排名第一名
个人总成绩第一名
组委会要求各车队(全体)必须参加组委会安排的官方活动,包括但不限于开幕、闭幕仪式。如车队缺席以上官方活动,将被每次扣除出场费200美元。
第十六条:判罚
采用UCI的判罚规定。
第十七条:注意环保 提倡绿色运动
大会组委会要求参赛队的领队、教练员、运动员以及所有工作人员,在本次比赛中应加强环保意识,注意公共卫生,不得随意抛弃果皮纸屑等杂物,注意个人卫生,保证身体健康。
第十八条:其它
参赛队领队、教练、运动员及其他人员均应遵守UCI规则及本规则。
Tour of Qinghai Lake 2016
(July 17th—30th)
Tour of Qinghai Lake 2016 is organized by the Tour of Qinghai Lake Organizing Committee (No. 12 Xidajie, Xining Qinghai P. R. of China), under the regulations of the UCI (International Cycling Union) and the Specific Regulations of this Tour. It is to be held on July17th-30th over13 stages +one-day rest, with a total distances of 3626km, including race distance of 1916km and transfer 1710km.
The event is open to athletes of the Men Elite categories. The event is entered on the UCI Asian Tour Calendar and registered as a class 2.HC event.
In conformity with the UCI rules article 2.10.008, points are awarded to the first 40 riders in the Individual General Classifications as follows:
200, 150, 125, 100, 85, 70, 60, 50, 40, 35, 30, 25, 20, 15 and 10 points to the first 15 riders;
5 points to the first 16th to 30th riders and 3 points to the first 31st to 40th riders;
20, 10 and 5 points to the first 3 riders of per stage;
5 points to the leader’s jersey wearer per stage.
As per article 2.1.005 of the UCI regulations, the event is open to the following teams: UCI World Teams, UCI Pro-Continental teams, UCI Continental teams and National teams.
As per article 2.2.003 of the UCI regulations, the teams shall be composed by a minimum of 5 to a maximum of 7 riders. The number of officials in each team is5.

Article 5: Meetings & License Control
The meeting for Motor-info, drivers in the race convoy and police, in the presence of the members of the Commissaires’ Panel, will be held at 15:00-16:00 on July 15th in the meeting room, 2nd floor, Building 1, Duoba Base.
The commissaires meeting will be held at 14:30-15:00 on July 16th in the meeting room of 2nd floor, Building 1, Duoba Base.
License and teams’ jersey control, with distribution of race number, will be conducted on July 16th from 15:00 to 16:50 on July 16th in the meeting room, 2nd floor, Building 1, Duoba Base.
The team managers’ meeting, organized in accordance with article 1.2.087 of the UCI regulations in the presence of the members of the Commissaires’ Panel, is scheduled on July 16th, 17:00 in the meeting room, 2nd floor, Building 1 of Duoba Base.
Article 6: Radio-Tour
Race information will be broadcast through radio tour. The frequency will be provided at team managers’ meeting.
All information will be announced in English and Chinese.
Shimano will providethe technical support service.
The neutral support will provide3 Neutral cars and 2 neutral motor-cycles.
Article 8: Race Incidents occurring in the last 3 Kilometers
The UCI Rules Art. 2.6.027 will apply.
Taking into account the characteristics of each stage, the finishing time limits have been set as follows:
for flat stages 1, 2, 9,11 & 13 shall be 8%,
for hilly stages 5, 7, 8 and 10 shall be 10%,
for mountainous stages 3, 4 & 6 shall be 12%.
The time limit may, in exceptional circumstances, be increased by the Commissaires’ Panel in agreement with the organizer according to Article 2.6.032.
For the individual time trial stage, no time trial bike, helmet and disk wheel are allowed to use except extension handle bar.
The following classification(s) will be issued:
1. General Individual Classification by time (yellow jersey):
The time as recorded by the timekeeper shall be entered in the individual general time classifications. Bonuses are only taken into consideration for the individual general classification.
Where two or more riders make the same time in the general individual classification time placing, the placing obtained in each stage shall be added and, as a result, the place obtained in the last stage ridden shall be taken into consideration.
The leader of individual general classification will receive a daily award.
2. Team general classification by time:
* The team classification for the day shall be calculated on the basis of the sum of the first three best individual times from each team. In the event of a tie, the teams shall be separated by the sum of the places acquired by their three best-place riders on the stage. If the teams are still tied, they shall be separated by the placing of their best rider on the stage classification.
l The team general classification shall be calculated on the basis of the sum of the three best individual times from each team in each stage ridden. In the event of a draw, the following criteria shall be applied in order until the teams are separated:
1) Numbers of first place in the daily team classifications;
2) Numbers of second places in the daily team classifications; etc.
If there is still a draw, the teams shall be separated by the placing of their best rider in the general individual classification.
Any team reduced to fewer than three riders shall be eliminated from the general team classification.
3. General Points Classifications (green jersey):
The point classification is drawn up by totaling the points awarded in each of 13 stages, and in the intermediate sprints. Points are awarded for each stage finished: 16, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 point to the first 15 riders of the stage;
l Points are awarded for each intermediate sprints: 5, 3 and 1 point for the first 3 riders respectively.
In accordance with article 2.6.017 of the UCI regulations, in the event of a tie in the general classification by points, the following criteria shall be applied in order until the riders are separated:
1) Numbers of stage wins.
2) Numbers of wins in intermediate sprintscounting for the general points classification ;
3) General individual classification by time.
The stage intermediate sprint(s): The first 3 riders of each intermediate sprint will receive a daily award.
The leader of the point classification will receive a daily award.
l Points are awarded for each of the intermediate sprints during:
Stage Distances from the start (km)/or laps
o receive the prizes for the general points classification, each competitor must have completed the whole course of the race within the time limits set by the organizers.
4. KOM General Classification (Polka dot jersey):
A “KOM” general classification is to be contested over the8 counting climbs for this classification. In accordance with the article 2.6.017 of the UCI regulations. In the event of a tie in the “KOM” classification, the following criteria shall be applied until tie is broken:
The first three riders of each stage climbs classification will receive a daily awards. The leader of the climbs classification will receive a daily awards
The following points are allocated for each category
Points for each category: Hors category climb------9, 7, 5, 3, 2 and 1 point to the first six riders.
1st category climb-------7, 5, 3, 2 and 1 point to the first five riders.
2nd category climb------5, 3, 2 and 1 point to the first four riders.
3rd category climb------3, 2, and 1 point to the first three riders.
To receive the prizes for the general climb classification, each competitor must have completed the whole course of the race within the time limits set by the organizers.
5. Best Asian riders Individual and Team Classification (by time):
The Best Asian Rider general classification concerns only the Asian riders from the Asian teams.
The best Asian rider classification is decided according to their position in the general individual classification. See the Article no.10 point 1 of this Specific Regulations.
The leader of this classification will receive a daily award.
6. Best Asian Team:
The best Asian team(Asian riders from Asian team)is decided according to its position in the general team classification.
See the Article no.10 point 2 of this Specific Regulations.
7. Leader’s jersey:
The leader of each classification shall be required to wear the corresponding distinctive jersey.
If a rider is leading more than one classification, the order of priority of the distinctive jerseys shall be as follows:
1) General classification by time;
2) General classification by points;
3) General “ KOM” classification;
4) General Best Asian Rider classification.
The organizer may require another rider following next of the relevant classification to wear a jersey (without award) which is not being worn by the leader of that classification. However, if this rider must wear his world or national champion’s jersey,or the leader’s of a UCI cup, circuit, series or classification, he shall wear that jersey.
8. Time bonuses:
1) Stage Classification: 10, 6 and 4 seconds for the first three riders.
2) Intermediate sprints: 3, 2 and 1 second for the first three riders.
9. Special prize
The organizing committee shall award a special prize to “the most aggressive rider”, who has made the greatest effort and who has demonstrated the best qualities of sportsmanship. The prize is awarded for each in-line stage by commissiare panel. A Super combative is designated by the members of the jury at the end of the Tour of Qinghai Lake.
1. Refreshments shall be allowed to distribute from the team cars and at the feeding zone.
2. No vehicle will be allowed to park on the roadside at the refreshment area.
3. For each stage, supplies shall be allowed in the following areas:
Article 13: PRIZE List and Special primes
The following prizes and special primes will be awarded for the 2016 Tour of Qinghai-Lake.
The Funds of End-of-Career (CPA) of 7% and to the Council for the Fight Against Doping (CFAD) of 2%, those amounts will be deducted from the prize money and the remaining part will be paid in cash to the team managers at the closing ceremony.

Article 14: Anti-doping
The UCI anti-doping regulations are entirely applicable to the event.
The anti-doping tests will take place close to the Finishing Area.
Article 15: Awards ceremony
In accordance with article 1.2.112 of the UCI rules, the following riders must attend the official awards ceremony:
1) The first 3 riders of each stage.
2) The most aggressive rider
3) The leader of Best Asian Rider.
4) The leader of “KOM” classification.
5) The leader of Points Classification.
6) The leader of the Individual General Classification.
The riders to be awarded will present themselves:
1). at the podium immediately after crossing the finish line.
2). to attend the press conference right after the awards ceremony.
Moreover, at the general finish of the event, the following riders must also present themselves at the final awards ceremony (closing ceremony):
1) The best Asian team
2) The first 3 teams ofteam G.C.
3) The super combative rider
4) The best Asian Rider.
5) The first place of KOM G.C.
6) The first place of Points G.C.
7) The first place of Individual G.C.
All teams are required to take part in all official activities including but not limited to the opening and closing ceremonies. If any team is absent from these activities, 200 USD allowance will bedeductedeach time.
The UCI penalty scale is the only one applicable.
Article 17: Protect the Green Environment
We appreciate it if the team managers, competitors and other team staff would pay attention to hygieneand public health.
Article 18: Miscellaneous
Team managers, competitors and other team staff in each team participating in this event must respect these specific regulations and all UCI regulations.
